Implementing integrated transport information systems (ITIS) requires careful planning and thorough consideration of the environment. No IT information system operates in isolation, and each system functions within an extremely dynamic environment. Major factors contributing to this changing environment include the development of international and regional standards, new legislation implementation, and fraud and corruption issues. Therefore, before developing an ITIS, it is necessary to identify all external systems interacting with it and assess how the changing environment will affect the newly developed system-to-system interfaces.
